Anime Expo 2011 - Avatar: the Last Airbender Gathering
It looks like the Dai Li (with some help from Jet) have apprehended an incognito Avatar.
My brother and I are on the right. We met the other 4 Dai Li agents at AX. Even though there are multiple agents wandering the convention grounds, it is difficult to get them all in on photo (and rightly so). Very rarely can you get a photo like this at conventions.
